Companies placing packaged products on the Finnish market face changes to extended producer responsibility following the application of the EU Packaging and Packaging Waste Regulation (PPWR) on 12 August 2026. The rules affect manufacturers, importers and companies selling to Finland from abroad.

Producer responsibility requires businesses to organise and finance the collection and recycling of packaging after use. The PPWR introduces a harmonised producer definition, making it necessary to establish which operator bears responsibility for each packaging flow.

Finnish Packaging Recycling RINKI explains that the 2026 reporting year must be split: the previous producer definition applies to packaging data through 11 August, while the PPWR definition applies from 12 August. Detailed guidance is available to Finnish Packaging Producers Ltd customers through Rinki’s Extranet.

Reporting and financing packaging recycling

Finland had already removed its EUR 1 million annual turnover threshold on 1 January 2024, bringing smaller businesses operating professionally into the system.

Companies meet their obligations through a producer organisation. Finland’s packaging organisations include Finnish Packaging Producers Ltd, locally Suomen Pakkaustuottajat Oy, and Sumi Oy. Rinki provides services for Finnish Packaging Producers Ltd, including data reporting, invoicing and consumer packaging collection.

After joining the system, companies must continue reporting packaging quantities and paying the applicable customer and recycling fees. Packaging data is organised by material and weight, including paper and cardboard, plastic, metal, glass and wood.

For companies submitting an annual report to Rinki, the deadline for 2026 data is 31 January 2027. Quarterly reporting also applies in the system. The PPWR harmonises parts of the framework while national registration and recycling-financing arrangements remain relevant.
